Missing channel_slider_template.html from PR #166 #194

This adds the missing channel_slider_template.html from #166.

Noticed by @bramalingam. It wasn't picked up before because the compiled template was included in templates.js until recently.

To test:

Check that channel sliders appear and are working normally, as described in #166.

Conflicting PR. Removed from build FIGURE-merge#361. See the console output for more details. Possible conflicts:

I'd actually committed this file in #190 (hence the conflict). Deleted it from that PR so this PR should me mergable now.

Channel sliders are there, start/end bounds can be entered and I receive error popups if the bounds are exceeded or non-sensical. Also the range is expanded if I go below the min or above the max.

Seems good to be merged.
