Add idr header and footer #31

As discussed today, /gallery/ will be the new IDR home page, so it needs all the header and footer links that are currently on the IDR home page.

Header and footer should appear same as idr.openmicroscopy.org and the links should all work.

Not due to this change, but this seems a good place to mention it: There's a hard-coded http URL somewhere: http://idr.openmicroscopy.org/about/img/logos/favicon-idr.ico which leads to warnings when accessing the site over https.
