Following https://trello.com/b/AbqPHksU/idr-0-3-0

This PR:

converts urls to icons if matching map annotations labels are set (if key and key + URL)
allows loading settings from omero config
fix centre panel to load images in plate

As with https://github.com/IDR/idr-metadata/pull/162, the last few commits of this are less tested, but the bulk of this PR has be tested with demo3 (0.3.0-rc1) Merging. Further improvements can take place in a new PR.
