publish on GH #28

This adds a publishing option to Github When a tag is pushed, a release is created and the artifacts are uploaded see https://github.com/jburel/omero-matlab/releases/tag/v5.5.4

If we opt to move the publishing option to the template file, the action used in https://github.com/ome/omero-insight/pull/176 will be preferable. cc @sbesson

Another example this time with Maven using another GHA. https://github.com/ome/omero-downloader/pull/46 This will be the approach I will pick to move the template
