Build and install the wheel This is built for all apps/plugins in travis when we tag. also an issue was noticed while trying to install figure not from the wheel see https://github.com/ome/omero-figure/pull/366

Does this mean the installation from source is no longer working for some of our apps? I find it suprising as for instance the daily Jenkins job is installing from source if I am not mistaken.

This might have been due to some investigation work in figure. I will close this PR since the figure has been closed (I just noticed it). We can always re-open if required
