OME.formatDate handles null input #462

Fixes #461.

To test:

Check various Runs on merge-ci for start/end times. Shouldn't see any NaN as in screenshot on issue above.

Compared the same plate on latest-ci Screenshot 2023-05-03 at 18 32 41

Also all the other checked plates on merge-ci were fine.
