omero-py 5.13.1

Further:

adding logic to each playbook to upgrade to latest omero-py when server is upgraded - please check this one @sbesson

I do not see any problems with the training servers where this was deployed already, with web, figure, iviewer work fine, omero-py version in server and web envs is correct

Nothing that worries me in this set of upgrades

Thanks and sorry, pushed https://github.com/ome/prod-playbooks/pull/366/commits/9f18486109aa614b16830678fc5d8be8f505ea5e as I forgot to add the omero-py addon on dundeeomero.
