Refactor `unsubscribed-repos` command #268

Similar to the recent refactoring of the issues command, this lays the ground work to find out more about org repositories. Some (possible) examples:

[x] repos --unsubscribed (and inverse)
[ ] repos --archived (and inverse)
[ ] repos --stats (?? -- number of commits, etc.)
[ ] repos --with-tag / --without-tag / --no-tags

I have standup next week. Happy to wait and see if I need anything, though I don't know of a driver at the moment, in which case also happy to put this in a quick release.

Clearly, no other driver has come up. I'm going to merge this and see if any other SCC PRs are ready to go.
