This PR does the following:

Refactors the Dockerfile
Adds docker-push targe to Makefile among other minor improvements
Removes .reuse directory and directly add license headers to files that needed it
Refactors GitHub Actions to push images to Aether registry and release images to omecproject in DockerHub
Accordingly update the README.md file
