Improve understandability and visibility #10

I'm currently using RDCOMClient to make COM connections and it's a helpfull package.

Unfortunately, it's hard to find information about it. That's why i made this first readme template, giving the developer more informations about the project and making it more visible to developer who wants to contribute or use it.

I took the liberty to add the license in github folder. It's always good to be clear about licensing.

@duncantl this repo is still going under maintaining?

Yes it is maintained. However, it is pretty stable and doesn't have many changes. Coincidentally, I did just build a binary for it this week.
