Dublin core docs reference link to be updated #947

The reference link to Dublin Core docs in Items/Add and Items/Edit is pointing to an out of date page; the updated URL is https://www.dublincore.org/specifications/dublin-core/dcmi-terms/

The problematic bit is, that newer page is documentation for all the DC elements, including the newer "terms" namespace which isn't in the Omeka Classic core.

I'm not 100% convinced we actually need a link there at all, to be honest.

In fact, there's at least one plugin (AvantElements) that hides that reference for a more compact page.

In theory, whoever is installing/administering an Omeka repository should be familiar with Dublin Core; but that doesn't mean all users are going to be, so in those cases the reference can be helpful. At the same time, there's no similar piece of information for the other tabs, so you might be right. I wonder whether something in between the two alternatives could be useful and neat at the same time (f.i.: an info icon near the title, when toggled could show/hide a description for the tab; that could then be added for all 4 tabs).
