click on the wiki link in the window to read all install instructions, you seem to miss a dependency

depend in what system you are you should try to install omemo from your distri repos

also the correct issue tracker is here https://dev.gajim.org/gajim/gajim-plugins

but its probably easier you join gajim@conference.gajim.org and ask for help
