CMake scripts and version checks #239

We might want to check for library versions in cmake library finders.

This was opened up to solve problems with old SDL2 versions on some linux distributions. The problem has since mostly passed as distros have been upgrading, so I'm closing this for now. If the issue pops up again, we can either reopen or create a new ticket.
