This could probably be fixed by switching off HAR-to-HAR collisions when the other har is doing an air move.
I think this is governed by some of the unknown HAR data, compare the unknown bytes for Nova move 45 (jumping punch) with 34 (belly flop). The moves are very similar, they only differ substantially in unknown 14 (4 for belly flop, 0 for punch) and unknown 19 (3 vs 1).
The only other factor is the duration of the 'footer string', which is substantially longer for the belly flop.
Belly flop causes the opponent to slide on the ground.
