Adding CI/CD using GitHubAction

Description

This PR just basically adds the CI/CD using Github actions.

• Using MacOS and Ubuntu
• Generating a package deb for Ubuntu
• Adding the binaries in the artifacts

Additionally, some legacy conditions for MacOS in CMake files have been removed
