To replace buildbot:

[x] Build windows x86_64 packages (zip will do)

To replace travis:

[x] Run tests against clang 10 & 11, gcc 10 & 11 (on ubuntu, preferably) -- no need to generate packages from these.
[x] Should the unit-tests and compiler tests be run before attempting to create the packages ? Is it doable with github actions ?
[ ] Integrate with sonarcloud

turns out sonarcloud has no proper way to integrate with github-actions, so I'm just dropping it fow now. We should probably just use proper GCC/CLANG warnings anyways.
