Changes to build with Fast DDS #11

This PR adds the necessary changes to build with eProsima Fast DDS.

Created as a draft, with the following things pending:

[x] Proper integration of code generation from the idl
[x] Add CLA for eProsima
[x] Add macros for custom Fast-DDS behavior
- [x] name getters returning const std::string&: Add macro with .c_str()
- [x] StatusMask cannot be constructed with 0: Add LISTENER_STATUS_MASK_NONE
- [x] Members not public need accessor method: Add macro with ()
- [x] Period member named seconds instead of sec
- [x] Need const_cast for value returned by get_topicdescription()

A binary built with the current state can be found in this release

Please upload the binary with the FastDDS release to the latest release in the dds-rtps repository: https://github.com/omg-dds/dds-rtps/releases Pointing people to different git repositories to get your specific release not the process we are following.
