Change everything to TS #90

basically starting to copy-paste from https://github.com/omg-games/lame-bots/tree/Type-Hints

i am slightly modifying the styling to be not as massive in places

I moved the command data such as limits and cooldowns right under where the Command is built because it seems more readable there

also renamed "type" to "tags" because it makes more sense
