T597: Switch repository clone URLs from Phabricator to GitHub.
T280: Fix Goban installation failing due to host key checking.
T281: Make utf-8 locale task idempotent.

Merging this one as-is for now. Will make the necessary adjustments in Goban for Kubera/Caishen merger later (removing Caishen/Pokedex and renaming Kubera, in particular)

By the way, I just did a fresh install (rm -rf goban && git clone ... && cd goban && ./bin/bootstrap), even with the caishen/kubera renamed, gives a workable goban. So it's workable for now ;)

Congrats now you have inconsistent Vagrant state. To fix:

$ vagrant global-status --prune
