Should do this after having integration tests/ QA

Created wiki for testnet deployment and QA: https://github.com/omisego/plasma-cash/wiki/Testnet-deploy-@-2018.09.16

Also, create a branch testnet_2018_09_16 to save code, config changes also the db status after QA and some images to show in wiki.
