once the issue is resolved, can we once more open the same PR?

They're basically accusing it of being a badge-farm. I think it's ridiculous. I've been going back and forth on email about it with them. I'm hoping they give me some guidelines about how to best proceed. I may be able to instead find some other PRs for yawl in good spirit. I'm really sorry about this, it's so embarrassing and rude.
I can see it from both sides. Wanting to be enthusiastic and try to get not only yourself but others involved, only to be challenged like this has to be a motivational hit. Hopefully they can communicate clearly on what the issue is, and they don't view your efforts as anything malicious. I don't think the advent of LLMs made dealing with spam any easier for the event organizers.
I won't be reopening the repo until after hacktoberfest. Rest assured, my intentions were that people have a safe place to contribute, learn and participate as newbies. Despite how many similar repos are perfectly acceptable, yes, I think they do think this was malicious. I'm not going to argue with them more. It's their event. Nonetheless, it's still a solid project for learning and I made it CC0 and downloadable as is. So despite hacktoberfest, we did contribute to opensource. Good work everyone.

Good luck with the rest of the event and if anyone wants to follow me I'll be starting more projects AHEAD of the event and maybe next year it will look more established and trustworthy we can only hope. Idk...

All issues have been temporarily closed while a bug was fixed in the repository.
Also, one of the PRs was marked 'excluded' so I'm not sure yet if it is just that PR or all.
I have emailed hacktoberfest@digitalocean.com to try to resolve this.
As such I removed much of the festive changes I made to the repo.
It now looks more standard (sorry) and less celebratory of the occasion.
I'm really disappointed that Hacktoberfest is ruining so many small projects in their efforts to reduce spam.
Please accept my apologies for your hard work potentially lost.
I will work diligently to try to resolve this and to make sure your PRs are accepted fully.
