odin doesn't make #28

What steps will reproduce the problem?
1.cd into either the vtr_release directory or the odin directory
2.enter make

What is the expected output? What do you see instead?
~/Documents/vtr_release/ODIN_II$ make
/bin/sh: 1: ctags: not found
make: *** [CTAGS] Error 127

What version of the product are you using? On what operating system?
VTR 1.0 running on ubuntu 12.04 LTS

Please provide any additional information below.

You're missing Linux packages. Try 'sudo apt-get install ctags'
