Release information for version 4.12

This section will be used in the release notes.

Related information: Release 2 fixes on Paynow, PR 229 and PR 230

2. Description of change

Fix issue where email is sent to merchant with QR code and when order is still on-hold

3. Quality assurance

All test are done in each PR, refer to each for more info

✏️ Details:

Test can be done locally with wordpress and manual installation of omise-woocommerce

slightly off task but can you add this? https://developer.woocommerce.com/2017/08/28/new-version-check-in-woocommerce-3-2/ into omise-woocommerce.php. I think we only say we support till 4.3.0 but current version is at 5.7.0

Reason is it says the current version might not be supported when users install our plugin with one of the recent Woocommerce versions. Even though we do support the latest major version and have been developing on it.
