chore(halo/app): smooth cosmovisor upgrades #1996

Prevent panics, [BUG] logs, and CONSENSUS FAILURE logs when upgrade module detects that cosmovisor should switch binaries. This also speeds up cosmovisor switching from 5-10s to 1s.
