Update RELEASE_NOTES with the recent changes for 0.3.0

There are set of changes that were included in https://github.com/poanetwork/poa-bridge/releases/tag/v0.3.0:

• https://github.com/poanetwork/poa-bridge/pull/94 - Problem: authorities.accounts config setting is obsolete
• https://github.com/poanetwork/poa-bridge/pull/95 - Problem: potential loss of database updates
• https://github.com/poanetwork/poa-bridge/pull/96 - Problem: hard to check which version the bridge is
• https://github.com/poanetwork/poa-bridge/pull/97 - Problem: config allows arbitrary keys to be passed
• https://github.com/poanetwork/poa-bridge/pull/98 - Fix parameter name in README
• https://github.com/poanetwork/poa-bridge/pull/100 - Problem: slow performance and regular timeouts sending transactions

They need to be reflected in https://github.com/poanetwork/poa-bridge/blob/master/RELEASE_NOTES.md
