Behavior Widget and Refactoring #36

Refactor the trees from behaviors into a common module. Add a common behavior 
widget that can be called from other tools to add behavior to a citizen.

Viewpoints and scenes now take advantage of the new behavior widget. Several 
bugs were fixed concerning the refactor in several commits. Future work will 
add the behavior widget into other (appropriate) tools.

Animator, particle effects, shapes, timer, manips, and motions all use the 
behavior widget. The only thing without is the hud tool, I believe.
