Document the Caching API #13

I think I'll need some more details around this to be able to document it. Do we have any examples? Or explanations regarding when the cache is "distributed" or not for example? @andtii

@baseic the different caching types is in the naming of the methods CacheService.AddOrUpdateMemoryCache (One Server) or CacheService.AddOrUpdateDistributedCache (Multiple Servers / Jobs)

@baseic You should document the preview version since we added region support

Documented current version for now. Need to update when region support is available in the tooling
