Split into three commits to make it easier to review, I have updated services that were previously starting in /root so that they start in /. We also need illumos 16806 for a complete solution.
The last commit is the result of running tidy-manifests on all SMF manifests (which also checks they're still valid using svccfg validate). That should all just be whitespace/quote style changes.
