I'm experiencing issues when trying to load this capabilities document with CARTO
http://wxs.ign.fr/wmts?request=GetCapabilities&service=WMTS
Looks like the proxy is wrapping the url adding parameters instead of honoring those provided so it's converted into
/wmts?request=GetCapabilities&service=WMTS?request=GetCapabilities&service=WMTS&service=WMS
