You need to provide information about if this will cause any service interruption, failing jobs or whatever.

As a good practice - it should never happen. But how can an operator know?

An operator will not know and will be afraid to do any of this.

I am not sure what are you talking about. Could you clarify what operations you are concerned could cause interruptions?
