Fix date/time parsing + URLs in default template #61

This pulls in some commits from the labels PR, fixing date/time parsing in cases where there are no seconds specified in the syncAt value and fixing how we escape URLs in the default template so they are not HTML encoded.

Use {{ double mustaches for URLs
Add a parseDateTime function that handles dates w/and w/out seconds
Fix import of @types/chai
