launching SmartApp adding localhost as iss in the url #13

While launching SmartAPP from Smart App View, instead of Ip address, localhost is getting added as iss. Please suggest. http://10.164.1.148:8086/launch.html?iss=http%3A%2F%2Flocalhost%3A8080%2Ffhir&launch=eyJiIjoiIn0%3D
