Default Time in time fields is null

Steps

1. Go to Create Course form
2. Fill out first section
3. Fill out start + end dates in the 2nd section
4. Leave the start time field as the default time, set end time field
5. Continue with the flow to submit, but it's going to give an error

   Dev

   • [ ] An error should pop up if the default start time has not been chagned
   • [ ] Leave default time as blank

Restyle the Multi-Session Form

• [ ] Restyle the session time row such that it looks like the figma

Add Additional Time Row Flow

• [ ] Create the add row logic. By default, we should only display 1 row (required), then the user can click on "Add Time" to add another session slot which will generate a new row with an "x" at the end of it so the user can clear out that session slot.

Current Form Defaults to displaying 3 possible session slots
