Does it happen with any other extension? Or just Better Comments?
Do you have a clean install of VS? Do you have any other extensions or add-ons or anything else that you might suspect being a reason for this behavior?
No, only with Better Comments.

but I really cannot connect these extensions with this behavior.
Edit: I've solved the problem by changing the theme of VS to a default theme (Blue in this case) . I was using a custom style but when I changed the theme the problem was gone.
Edit#2: Even reverting back to the custom theme didn't cause any problems.
In my case changing the theme to Blue, then back to Dark did not fix this issue. Did you change anything else at all?
I also have the extensions:
No nothing at all. But my blue theme is in default settings nothing is custom. So maybe reset your blue theme to the defaults ?

Settings menu doesn't have labels. Can't see the text.

Doesn't show the labels' texts.
Expected behavior
Dialog should show what the text are.
