Strickly speaking, the IOSS VAT rules don't fully apply to the whole EU, as some very small territories are excluded from VAT. This is notably the case for the Canary Islands in Spain or Mount Athos (where monks live) in Greece.
We need to adjust the IOSS rules to take these exceptions into account where possible.
