Update Google Location Services to 21+

Describe the feature request.

• The Android P2P library uses Google Location Services as one of its dependencies. Currently, it uses version 16 which conflicts with the version used by FHIR Core.
• We would like to upgrade this version to 21+

Acceptance criteria

• [ ] All the p2p functionality provided by the library should work as expected

Implementation plan (For Engineers)

• [x] Update gradlew to 8.4
• [x] Add namespace to both p2p-lib and sample build configs
• [x] Upgrade kotlin compiler extension to 1.5.8
• [x] Upgrade location services to 21.2.0
• [x] Publish p2p-lib snapshot
• [x] Update FHIR Core with this library version and fix any issues that may arise
• [ ] Fix CI build and test check failures

Some production apps (eCBIS and eCHIS) run on opensrp version 0.2.5 branch whose Jetpack compose and Gradlew versions cannot be upgraded at the moment. In order to update the Google Location Services do the following

• [x] Create a branch compose-version-1.3.2 based on compose-version-1.2.1 branch
• [x] Update Jetpack Compose to version 1.3.2
• [x] Upgrade location services to 21.2.0
• [x] Publish p2p-lib snapshot
• [x] Update FHIR Core with this library version and fix any issues that may arise
