Form / application refresh messages appear when nothing has been updated #23

See screenshot below. Two issues here:

1) I have never seen the first banner message about a new version of this application being downloaded. I don't think this is supposed to be there.

2) Even though I haven't replaced this form in many weeks or even months, I often get the banner message about a new version of the form has been downloaded.
