Write up documentation on how to pass submissions from RapidPro to a form.

@faith-mutua I left some comments. I feel it is a bit more focused on RapidPro than the actual feature. I think you need to include information about RapidPro, but we need to know why this specific feature (passing submissions to Ona in addition to RapidPro flows) is useful.
