Fix checking of irs mopup reporting page #1662

IRS mopup reporting page was not hiding on setting REACT_APP_ENABLE_IRS_MOPUP_REPORTING to false.

Coverage remained the same at 90.95% when pulling 3b782c6a868faed84c0e71068bd47685410fdca7 on fix-showing-irs-mopup into 50b99be40b2676c1276eb7bea536b803b93b5d3b on master.
