RESULT: The plan does not load: Download in progress for hours.
It appears the plan is not loading on the mobile client because Mulobezi whose identifier is b75d13c5-2329-4008-8166-790da0713d38 is not part of the jurisdictions in the plan definition
Mulobezi is a GeographicLevel 2 and plans are only at operational areas.
