Unable to launch form on ODK Collect

Description*

On the Steps mobile app, after creating a household, creating household members and selecting a participant to interview, one is unable to launch the survey form in ODK Collect. Tapping on the Interview Now button results in an error that indicates the survey form has not been downloaded on ODK Collect even when one has configured the project with the survey form and downloaded the form. See attached screenshot for details

Steps to reproduce*

1. Download ODK Collect from the Play Store
2. Download the latest STEPS mobile app from GitHub (https://github.com/onaio/steps-app/releases)
3. Use the URLs below to configure the apps
   • ODK Collect: https://odk-ncds.ona.io/steps_test
   • STEPS mobile app
   • Import: https://steps-ncds.ona.io/upload-file
   • Export: https://steps-ncds.ona.io/export
4. Use the credentials username: collectionuser2 and password: workflow105 on both apps
5. Download the form Qatar STEPS 2022 steps1-2 (v. 3.2) into ODK Collect and ensure this form's ID is added to the settings of the STEPS mobile app.
6. Add a household and create household members
7. Select a participant
8. Click on the Interview Now button
