Quarantine triggers #245

Current requirement functionality

This functionality exists in the current software.

User Story

These are triggers encoded in the system that can be modified by an administrator on order from the Commission without any impact on the rest of the Data Entry. A record of the audit rules will be kept for which each form was archived with.

Proposed Implementation

What quarantine triggers do we need in place at minimum/ or what are some common ones we can setup.
