PPT/PDF exporter

This PR addresses the following:

• Add PowerPoint Export with each race summaries on independent slides
• Upgrade jquery, new version allows for pptx download in correct format
• Improve centers and stations filters
• Add ballot status, station status, candidate status and station percentage processed filters
• Adds tests
