Final draft for turnout reports by admin area

• checked out form #409
• Refactors the code for the approach proposed in #409.
• Adds reporting for constituency and sub_constituency.

Some ideas on where I am going with this work:

• total record to be a static row at the bottom of the table in a tfooter section. It can optionally also be the last record.
• ~Let datatable handle page navigation, i.e. navigation is no longer handled in a server side request.~
  • Added a subclass to BaseDataView to help with ordering, and records aggregation, not this is not based of a queryset response but a list of dictionaries response
