Fix Election statistics Reporting Bug

Data in the different Election Statistics reports is not getting updated correctly after processing forms from intake to Archiving. We need to look into the election generation logic again and figure out what the problem.

Task check list

• [x] Fix filtering result forms by election level, instead of:

  ResultForm.objects.filter(
              tally__id=tally_id,
              center__resultform__ballot__electrol_race__election_level=\
              election_level).distinct()

  Update to:

  ResultForm.objects.filter(
              tally__id=tally_id,
              ballot__electrol_race__election_level=\
              election_level).distinct()

• [x] Fix the generate_election_statistics report function. Seems the ballots statistics report and aggregate election statics report are incorrect.
