FI-1327 Add UI input field for bulk_timeout #382

Summary

This PR address GitHub issue #359

We added a UI input field for Bulk Data export status check timeout value

New behavior

Tester can specify maximum timeout value for Bulk Data export status check. If tester input value less than 1 or NAN, Inferno uses default 180 seconds.

Testing guidance

When starting a Multi-Patient API test, the "Export times out after" shows at the bottom of popup dialog with default value 180.

Any ETA on when this will be merged and in the next release? if possible, can it get into this months release since it's not out yet?

Yes. That is the plan. The next release is schedule for next weekend (Nov 6).

@Jammjammjamm does this require any special instructions in the release notes (it has a schema change), or will it auto-migrate based on however we are launching inferno?

The inferno docker image automatically runs migrations when it starts up.
