According to US Core MustSupport guideline, when "only a single resource reference is present on an element labeled Must Support", the resource reference shall be treated as MustSupport

US Core 4.0.0 US Core 5.0.1 US Core 6.1.0

Inferno reference validation check shall respect this requirement and validate a single resource reference using corresponding US Core target profile.
