This branch adds tests for granular scope support when using SMART App Launch 2.0 and US Core 6.0. Using SMART App Launch 2.0 and US Core 6.0, run against a local version of the the reference server on the main branch. A minimum run to see the behavior in this branch would be the following groups:
Standalone Patient App
Single Patient API
SMART Launch with Fine-Grained Scopes

This branch updates the procedure yaml file, but doesn't regenerate the matrix because that code needs to be updated to support more deeply nested tests.
