Make MIRP available for python 3.12

There is currently no available python 3.12 wheels for the following packages:

• itk: see InsightSoftwareConsortium/ITK#4449. Support for python 3.12 is slated for version 5.4.0
• ray: see ray-project/ray#45904. Support for python 3.12 is work in progress. MIRP has a fall-back option for sequential processing when ray is not installed.

Support for 3.12 seems to be feasible.

To-do:

• [x] Update automated CI tests to include Python 3.12.
• [x] (if passing) update documentation.
• [x] (if passing) update classifier tags in pyproject.toml.

mirp is able to build and pass CI tests for Python 3.12.
