Based on our discussion in https://github.com/ondrakoupil/csob/issues/19

I've added the implementation of the call
I've updated the english README file

What needs to be done by you:

Czech readme needs to be updated. I'm not a czech native speaker, you'll have to do it based on my english version
HTML docs and dist file needs to be generated (I didn't see any Makefile or Composer script to run myself)
